The Wisconsin Department of Health Services (DHS), Division of Long Term Care (DLTC) is currently recruiting to fill a Budget and Policy Analyst Division Advanced position in the Bureau of Financial Management (BFM) in Madison WI. Job Duties: This position works under the general direction of the supervisor for the Integrated Data & Analytics Section (ID&AS), a unit within the Bureau of Financial Management in the Division of Long Term Care (DLTC, and is instrumental in the continuing redesign of Wisconsin-s long term care delivery system. ID&AS focuses on crosscutting analytics with integrated data sources across all the service delivery models and long term care programs, including Family Care, Family Care Partnership, Include, Respect, I self-direct (IRIS), Community Integration Program (CIP) and Community Options Program (COP) Legacy Waivers, Birth to Three, Katy Beckett, and Autism and Non Autism Children-s Long Term Services and Fee for Service Nursing Home Services. The ID&AS team concentrates a specific focus on advanced data and policy analytics aimed at meeting the goals of the DLTC and the department.
This position provides analytical support in carrying out necessary data and policy analysis used in program planning, policy direction and reforming initiatives within existing program and service delivery models throughout the DLTC. This position works directly with the supervisor on key components of the role of the ID&AS Team to: 1) developing a division wide data and analytics schematic incorporating the various health and long term care data sources into a cohesive platform for use in specific and overall analytical needs 2.) analyzing cost data to determine opportunities for improvements to care coordination, quality and cost in support of the continuous improvement focus, 3) identifying baseline expenditures, estimates of projected savings, and establishing a return on investment formula for proposed initiative, 4) identify and implement needed systems changes in the CARES eligibility systems and state MMIS systems to make program redesign and reform of cost and service delivery models effective and 5) identifying fiscal metrics to be used to evaluate performance of the programs and service models in LTC and if needed, update information systems to collect and generate appropriate reports.
This position takes a Division wide approach to identifying health care experience of long term care populations. Overall benchmarks and quality metrics are identified to assist the Bureau of Financial Management in providing supports and information to all program bureaus. Initiatives to improve, tweak or reform program and service delivery models are analyzed for Division consideration. Other responsibilities of the position include: assembling enrollment projections, trajectory estimates using Departmental information systems; assisting with the development and refinement of budget proposals; assisting with the financial monitoring of program expenditures; coordinating with analysts in the Office of Policy Initiative and Budget and the Division of Health Care Access and Accountability on both budget proposals and budget projections; assisting with the development and maintenance of various business systems, and planning and executing general data collection and analysis.
The incumbent will be able to successfully communicate complex budget tracking and rate methodologies to key Division stakeholders, and will also be able to summarize critical issues for Division managers. The incumbent will work closely with the ID&AS Initiative Supervisor and Policy Analyst.

Job Knowledge, Skills and Abilities: A well-qualified candidate will have extensive knowledge of government financed managed long-term care programs to include Medicare and Medicaid; research design and statistical analysis; statistical and database computer software, especially in the use of data management and statistical analytic computer software on mainframe and desktop platforms. Knowledge of long-term care programs. Thorough knowledge of Medicaid and other state and federal sources of financing for acute and long term health care.
Strong analytic skills. Ability to examine and manipulate large databases that contain demographic, functional health status, and morbidity data, including ability to extract and summarize relevant data, and evaluate the data for reasonableness; use various approaches (e.g., regression models, forecasting techniques) to estimate risk and make adjustments to determine appropriate capitation rates to care management organizations based on various data; form and maintain a positive working relationship with Department staff and contractors. Advanced ability to analyze and interpret problems and select and apply methods of information retrieval, analysis and presentation suited to their resolution and effective written, verbal and interpersonal communication skills.
