Job Duties: Under the general direction of the Chief of the Program Quality, Performance and Special Initiatives Section in the Office of Family Care Expansion (OFCE), the Program Analyst-Advanced performs intermediate and advanced level work in providing ad-hoc and ongoing reporting and analysis to support the continuous monitoring of quality and operational performance of the Family Care, Family Care Partnership and PACE programs. This position incorporates all aspects from data collection, analysis, education with a goal to guide improvement efforts to improve quality for members- served by the Family Care program.
The Division of Long-term Care operates the Family Care, Partnership, and PACE programs. These programs deliver healthcare and long-term care to 40,000 Wisconsin frail elders and adults with disabilities who are eligible for nursing home level of care. While the Bureau of Financial Management leads monitoring for the programs- financial condition and performance, the Office of Family Care Expansion (OFCE) leads measure development and analyses for the program-s non-financial operations and performance. OFCE contracts with Managed Care Organizations (MCOs) for provision of services. Non-financial operations include developing and maintaining provider networks, performing members- assessments, completing members- care plans, and authorizing members- services, and resolving appeals and grievances. Non-financial performance includes analyzing data related to members- clinical, functional, and personal-experience outcomes.
The incumbent will work independently and with teams to improve the Department-s ability to successfully monitor the quality of the managed care organizations- (MCOs) processes and outcomes. Working with the section-s management and with other staff, this position is responsible for key aspects of the performance-monitoring program including using database and spreadsheet tools to extract and analyze data from large relational databases, producing routine and ad-hoc performance monitoring reports, developing, improving, and reporting performance measures, participating on management information committees, ensuring the needs of non-financial performance measurement are considered in the design of databases and analytical tools, supporting DHS program and MCO staff who wish to perform data-based analyses of specific performance issues.
Effective development and management of these programs requires program staff to maintain management data in a form that is useful for program-management purposes. This requires program staff to identify and correct errors or inefficiencies in the way the data are stored and made available to analysts.
